Stuart Moore

Stuart Moore is a Chartered Manager and leader in inclusion, known for shaping national approaches across healthcare, higher education and the wider public sector. His career spans the Cabinet Office, Equality Challenge Unit, Health Education England and NHS England. At NHS England he led the Workforce Disability Equality Standard and subsequently served as Regional Head of Equality for the South East. He brings strategic policy expertise and a commitment to evidence-based practice.

Since leaving NHS England in March 2026, Stuart has worked as an Equality, Diversity and Inclusion consultant, advising organisations on inclusive design, workforce culture and disability-positive transformation. His consultancy portfolio includes the University of Greenwich.

In 2026, Stuart completed a Postgraduate Diploma in Senior Leadership at the University of Kent with Distinction. He is Vice-Chair of the National Association of Disabled Staff Networks, a non-executive director of TripleC CIC, and a Fellow of the Chartered Management Institute, Royal Society of the Arts and Institute of Equality and Diversity Practitioners.
