2.3.2 Three Flashes
Content must not flash more than three times per second under any circumstances.

What it means
The Level A criterion (2.3.1) allows small or low-brightness flashes above the three-per-second threshold. This Level AAA criterion removes those exceptions: content must not flash more than three times per second at all, regardless of size or brightness.
This is the safest standard and eliminates any ambiguity about whether an animation is safe.
In practice
Avoid all content that flashes more than three times per second. Even small, dim flashes are not permitted at Level AAA.
Review all animations, videos, and dynamic content against this absolute limit.
